Minutes of the LGB Meeting 5th December 2016

APOLOGIES FOR ABSENCE 

Apologies were received from MR and LF.

DECLARATION OF INTERESTS              

Governors noted the standing declarations for 2016/17:

- JM is also Executive Head at Portfield Primary Academy, Chichester.

- BC is an employee of TKAT corporate and a governor at Havant Academy.

 No interest was declared in any interest in specific agenda item.

No urgent matters were raised.

 MINUTES OF THE LGB OF 22nd May 2016                                                            

The minutes of the LGB meeting of 22nd May 2016, Parts I and II, were agreed as accurate record and signed by BC.

ACTION POINTS & MATTERS ARISING FROM THE MINUTES                 

  • A DBS certificate for LF had been seen by HS.  However, HR advice since has been that a new certificate should be applied for.   ACTION: HS & LF
  • H&S monitoring visit has been postponed to the spring term.  ACTION: BC
  • Governor monitoring plan and visits have been postponed until the new governance structure is in place.  ACTION BC & LF
  • Skills audit – postponed until new governance structure is in place.  ACTION: BC
  • Governor awards – postponed until new governance structure is in place.  ACTION: JM & JMcC
  • Teachers’ pay awards – confirmed that pay awards for 2016 would be approved by email exchange with governors.

POLICIES

  • TKAT have not issued a new model Performance and Pay Policy for 2016-17
  • H&S policy – responsible officers.  It was agreed that JMcC would be the named Fire Safety officer.  ACTION: HS to update policy – done
  • Fire and evacuation policy – reviewed and approved
  • On-site security policy – reviewed and approved
  • TKAT’s social media policy – noted and adopted.

CURRENT BUDGET POSITION

Governors were provided with a copy of the LGB budget monitoring report to the end of October.  The main variances were discussed, but it was noted that at this stage in the year many of the variances were due to end of year adjustments from the previous financial year.  It was noted that the report format does not yet pick up the Apprenticeship Levy expenditure line.

 

HS presented a report on the latest budget developments for 2016-17, including budget pressures and significant changes since the original budget was approved by governors in May 2016.  HS outlined that a revised budget had been produced since then, referred to by TKAT as the working budget, which  projects the same break even position as the original budget.  The report presented to governors at the meeting was based on a more recent version of the budget, updated for recent changes to provide an up to date picture of the budgetary position.  The report detailed changes from the original budget.  It was brought to governors’ attention that predicted changes to the pension contribution rate for support staff from April 2017 will have a detrimental impact on the budget position and could result in a deficit of £8,500, rather than the planned break even position, although efforts would be made to recover the position.  Other significant changes highlighted were the continuation of the Sports Grant for 2016-17, balanced by an increased budget for expenditure on Physical Education and an increase in Pupil Premium and Universal Infant Free School Meal income.

 

HS presented a brief review of the 2015-16 outturn position and its impact on the current year’s budget.  It was noted that the new prediction for the carried forward balance from 2015-16 was £107,000, rather than the £80,000 originally budgeted, although this couldn’t be confirmed until completion of the end of year audit.

FUTURE PLANS FOR GOVERNANCE

JM reported that, as outlined to governors previously, there would be an executive board, covering all three schools in the soft federation, which would take on the legal role of LGB.  Individual schools will have local committees.  One governor and one head teacher from each school will have a place on the LGB.  The first meeting is planned for January and will agree terms of reference.  The LGB will have Finance and HR sub-committees.  The new LGB Chair is Geoff Conway.

BRIEF ANALYSIS OF END OF YEAR DATA FROM 2015-16

JMcC shared a report on the end of year data from 2015-16.  It was noted that:

  • The data was provisional and not yet validated
  • performance on the Combined L4+/ARE was just below performance nationally
  • it was the first year of the new KS2 test and all schools had been adversely affected
  • measures were to be put in place to address areas where scores are not as high as expected.

ACTION: JMcC to look at the progress of vulnerable groups compared to other children and to boys compared to girls.

ACTION: HS to share report with other governors

ACTION PLANS

JMcC shared the school’s action plan with governors.  The strategic goals remain unchanged, while key actions have changed.  The report has a new format.  Part 1 covers raising attainment, Part 2 covers development and embedding of new curriculum and CPD and Part 3 covers ensuring excellence in outreach and school to school support.  BC noted that the new format was much improved.

  • Governor vacancies – HS to ask K Couldwell to include a request for parent governors in the next school newsletter
  • Governor details – governors reminded of need to complete form for details to be added to Edubase and forward it to HS
